Frequently Asked Questions

Find answers to common questions about our endowment fund, our mission, and the people who support it.

The Endowment Fund

Avenir Souveraineté is a general-interest initiative that aims to strengthen Europe’s freedom of action and to protect its vital interests in a uncertain environment. It brings together public and private stakeholders, academia and civil society to foster a forward-looking, collective and action-oriented approach to reinforce European sovereignty.

Unlike an investment fund, which is primarily designed to generate financial returns for investors, an endowment fund is a non-profit structure dedicated to supporting projects of general interest through philanthropy and charitable giving.

‍

Because its mission serves the broader European community and contributes to the public interest, Avenir Souveraineté has been established under the legal status of an endowment fund, which reflects its commitment to pursuing societal impact rather than financial profit.

No. Avenir Souveraineté is independent and strictly non-partisan. It operates in accordance with republican values and in the public interest and advocates for European sovereignty based on cooperation rather than withdrawal.

Avenir Souveraineté understands sovereignty as freedom of action that is, the ability to make decisions and act autonomously, without being dependent on power dynamics beyond one’s control.

The governance

Avenir Souveraineté is governed by a Board of Directors, which determines the initiative’s strategy, action plan and overall policy and approves the annual activity report and financial statements.

Boardmembers shall recuse themselves from any deliberation in which they have adirect or indirect personal interest and shall proactively disclose any actualor potential conflict of interest.

Transparency and Funding

Eachyear, the endowment fund produces an annual report and financial statements, which are audited and approved by an independent auditor.

The initiative is supported by companies and private individuals committed to strengthening sovereignty in France and Europe. The list of sponsors is published in the ‘Ecosystem’ section.

The fund’s initiatives

Avenir Souveraineté's missions are structured around three complementary pillars, aiming to :

  • Analyze notably with the research chairs of advanced studies on sovereignty and the observatory for sovereignty
  • Connect through the High Council for Sovereignty, the Avenir Network, the European Forum for Sovereignty and various publications
  • Take action notably with the Grants for Sovereignty, the School of sovereignty, the Sovereign Young Leaders programme and the Sovereignty Challenges.

The HES Chairs are research and teaching chairs established by the Institut Polytechnique de Paris, with the support of the Université Paris Sciences et Lettres and ESCP Business School. They explore issues relating to French and European power and strategic sovereignty, at the intersection of engineering, political science, defence studies, economics and technological innovation.
